Who are we?
The North Wales Residual Waste Treatment Project (NWRWTP) brings together five county councils across North Wales: Isle of Anglesey; Gwynedd; Conwy; Denbighshire and; Flintshire, in a pioneering project to effectively manage waste in North Wales.

Why are we working together?
Landfill is no-longer a sustainable option for dealing with what is known as residual waste, which is the non-recyclable waste that is put into thousands of black bins nationwide.  The country is running out of landfill sites and the Welsh Assembly Government has set targets to reduce the amount of rubbish that is placed into landfill by thousands of tonnes.

In response to this, the Project has begun a process to look at alternatives for managing non-recyclable waste that has least impact on the local envionment.

Where is the project up to currently?
The Project is developing an Outline Business Case (OBC) that should be ready for consideration by each of the partner authorities during early 2010. The OBC assesses the best options available and acts as a basis to speak to the Welsh Assembly Government about potential funding to back the project.  This forms the basis for discussions, but is not the agreed approach.
 
 

What is an Outline Business Case?
It’s a document which shows what finances, staff, resources and facilities may be needed to effectively manage residual waste.  This document then helps the Welsh Assembly Government decide if they agree with our thinking and if they do, they may give funding to help the project.

What’s in the Outline Business Case?
As part of putting together the Outline Business Case, the Project is required to state an approach for managing waste and a site where this could be achieved.  This however, is not set in stone and only starts the process of discussion.  The site and approach to be used will go out to formal tender in 2010 and any site will be subject to normal planning application processes.

What site has been used in the OBC?
The site identified in the business case is situated on Deeside Industrial Estate in Flintshire.  The Project is therefore speaking to local communities around the site to explain the next steps and keep them informed during the process.  Residents will be reassured that the decision to situate the residual waste treatment site on the Deeside Industrial Estate has not yet been made.  It is the start of an eighteen month process and potential bidders who may build and manage the facility (or facilities) may suggest alternative sites anywhere across North Wales.

What technology is used in the OBC?
The technology suggested in the OBC that could manage residual waste is called Energy-from-Waste (EfW).  No decisions have been made on this.  Energy-from-Waste is a process whereby the non-recyclable waste is incinerated and the heat and steam this produces is captured.  This heat and steam can then used by nearby commercial operations to power their sites.  It therefore creates a renewable form of energy that does not rely on extensive use of fossil fuels.

What Happens Next?
If the Welsh Assembly Government approves the OBC, the Project will then be asking bidders to tender to manage and build the residual waste treatment site.  As part of this there will be a formal process of consultation, which is likely to take place in the summer of 2010.
The Project will be involving local residents in the consultation process and will work with them to help assess the best means to decide upon the successful bidder.
